Single-Gender Charter School
bill passes House with DSEA amendments re:
equity and accountability
HB 285
(sponsored by Rep. Deborah Hudson - R and Sen. Margaret Rose Henry -
D) seeks to amend the state's charter school law to allow for single
gender charter schools. The bill is intended to benefit the Prestige
Academy, a charter school authorized last May by the Red Clay School
District.
It
passed yesterday evening with five
DSEA-supported amendments that will, in general: require
that single-gender
charter schools undergo rigorous evaluation and study; provide
equity for girls; and be subject to "sunsetting" in five years
unless authorized to remain open by the General Assembly.
The
bill now moves to the Senate where proponents are asking for action
tomorrow, after which the General Assembly recesses for six weeks of
budget hearings.
Full
passage of this bill is a critical step in Prestige Academy's quest
to open as an all-boys grade 5-8 charter school in Wilmington this
fall.
DSEA
Negotiations Bill (last best offer) to replace advisory fact-finding
with binding interest arbitration passes HOUSE
today
House Bill
283 -
the bill to provide public education employees with binding interest
(contract) arbitration - passed the full House late Tuesday with no
dissenting votes.
This bill was
subjected to the full scrutiny of both the House Republican and
Democratic caucuses last week. In fact, on Wednesday evening, Jan.
16th, DSEA representatives met with 11 members of the House
Republican caucus for over one hour to answer each of their
questions about the bill.

The bill now
goes on to the Senate where we have asked for the same consideration
as for HB 285 - that it be placed on the Senate agenda for Thursday,
before the General Assembly recesses.
Why
should
the General Assembly pass this bill? Because
it offers a final and binding procedure to bring stalemated
negotiations to conclusion.

Rights Awards, our HCR Task Force is once again sponsoring student
art and writing contests. Winning students and their teachers will
be honored at the Banquet on April 24 as well.
