Race to the Top application improves thanks to your interaction with Governor, and DSEA discussions with state and education officials

DOVER, DE, December 1, 2009... Today the Delaware Department of Education released a document entitled “A World-Class Education for Every Child -Delaware’s Plan to Strengthen Our Schools.” This is Delaware’s strategic plan to compliment their efforts to secure federal Race to the Top (RTTT) money.

RTTT is a federal program that provides competitive grants to encourage and reward states that are creating the conditions for education innovation. Delaware schools could be awarded up to $75 million through RTTT.

DSEA governance and staff have been in discussions with the Department of Education and the Governor’s Office on issues involved with Delaware’s application for RTTT including new regulations and the strategic plan. DSEA is pleased with the spirit of collaboration demonstrated by the Markell Administration and the Delaware Department of Education.

At its November meeting, the DSEA Executive Board recognized the importance of DSEA remaining engaged in the process around the strategic plan and advocating positions previously outlined in a DSEA White Paper.

The DOE strategic plan changes the way we support and evaluate teachers, as well as the support provided to low achieving schools. It includes several elements for which DSEA advocated:
a residency program for future teachers;
a survey of working conditions;
educators having time for effective collaboration during the work day; and
students being assessed using multiple measures including the new student assessment system (Delaware Comprehensive Assessment System or DCAS).

Teachers and others from the education community will define multiple measures and student growth over the next 18 months prior to implementation in the 2011-2012 School Year.

Elements of the strategic plan involve changes to existing regulations. Several proposed regulations will receive their “first reading” at the State Board of Education meeting on December 9, and will be voted on at their January meeting. DSEA is currently analyzing the proposed regulations and will submit comments, if necessary.

While significant progress has been made in the Strategic Plan, much remains to be done. I will be contacting the Executive Board and local presidents to convene a meeting soon to discuss the DOE plan and DSEA’s next steps.
